Update to newest recommended license notices from the FSF. Everything
stays LGPLv3+ except guile-readline which is GPLv3+.

As the FSF advises, 'There is no legal significance to using the
three-character sequence “(C)”, but it does no harm.' It does take up
space though! For that reason, we remove it here from our C files.

* libguile/scm.h: Rename. Update all includers.

* libguile/srfi-13.c (string-split): Add support for splitting on
character sets and predicates, like string-index and others.
* test-suite/tests/strings.test (string-split): Add tests covering
the new argument types.
* doc/ref/api-data.texi (string-split): Update.

* libguile/srfi-13.h:
* libguile/srfi-13.c (scm_string_filter, scm_string_delete): Swap
char_pred and s argument order, to comply with SRFI-13. There is a
back-compat shim that will detect programs that used the old,
erroneous interface, while giving a warning.
* doc/ref/api-data.texi: Update docs.
